Plotter 11 - Corrected

Description pwdiune noted in this thread http://archicad-talk.graphisoft.com/viewtopic.php?p=122784#122784 that the North American library Plotter 11 part does not scale properly: the entered ""A"" dimension is not the size used for the generated object. There was a scaling bug inside the 2D and 3D scripts that is corrected here.
